This is not how one treats a vice-president, especially in public, but Duterte seems oblivious to protocols and common decency.

Duterte teases Robredo about love life

    8 November 2016

    But it gets worse ...

Even sadder is that he can't be an obnoxious boor without also discussing having someone killed.

Duterte admits ogling at Robredo’s legs during Cabinet meeting

    8 November 2016

In an act that may spark condemnation from women’s groups, President Duterte let loose his philandering self as he openly flirted with Vice President Leni Robredo in front of hundreds of survivors of Supertyphoon “Yolanda” in Tacloban City on Tuesday. Speaking at the event marking the tragedy’s third year, Mr. Duterte told his audience how he and Finance Secretary Carlos Dominguez once ogled at Robredo’s knees during a Cabinet meeting. He said Robredo, who visibly looked uneasy while the President was talking about her, would come to their meeting in Malacañang wearing short skirts.

“Please don’t be offended (with what I have said) because I’m not mad. You would know I’m mad when I start looking at beautiful women,” Mr. Duterte said in Filipino as he stared at the Vice President, eliciting giggles from the crowd. He said he used to seat beside Robredo during their Cabinet meeting, but the protocol officer in Malacañang apparently noticed that he would just stay behind her. “You know ma’am Leni would always wear skirts which are shorter than usual. At one time, Dominguez asked me come closer because I was far from them. But I told him, ‘Come here. Look at (Robredo’s) knees,’” he said as the crowd rolled in laughter.

“Maybe she noticed (that I was looking at her). I wanted to tell her, ‘Ma’am maybe next time you just wear shorts… But after our third meeting, she was already there at the far end of the table. I lost the view during the Cabinet meeting,” he continued.

    ...

The President also asked Robredo, the widow of the late Interior Secretary Jesse Robredo, in jest if rumors were true that she had found a boyfriend. “Don’t be offended. Is it true? If it’s true, a congressman may be killed.

Robredo on flirtatious Duterte: I’m used to being his ‘pulutan’

    8 November 2016

Vice President Leni Robredo said she has gotten used to the jokes of President Duterte, especially that the latter would always tease her even during formal events ... Duterte once again openly flirted with Robredo, widow of Interior Secretary Jesse Robredo, in a public event during the third anniversary of the onslaught of Supertyphoon “Yolanda” in the city.

    ...

Duterte recalled to the audience, mostly survivors of the typhoon, how he and Finance Secretary Carlos Dominguez once ogled at Robredo’s knees during a Cabinet meeting in Malacañang. Duterte said he would notice Robredo’s legs whenever she wears short skirts, even suggesting that seeing them was “a view.”

Barely six months ago this same boor Rodrigo Duterte was joking about how he wished he had been the first to rape an Australian murder victim:

Rodrigo Duterte: Philippines presidential candidate jokes about rape and murder of Australian missionary

    17 April 2016

Leading Philippine presidential candidate Rodrigo Duterte, whose campaign promises a ruthless war on crime, has been angrily condemned after a video surfaced of him joking about a murdered Australian rape victim. Mr Duterte, who promises mass killings of suspected criminals if elected next month, appears in a video uploaded on YouTube — since removed — making the joke about the female Australian missionary. The missionary who was ministering in a prison in Davao in the southern Philippines was taken hostage, raped and killed during a riot by inmates in 1989.

"They raped all of the women ... There was this Australian lay minister ... when they took them out ... I saw her face and I thought, 'Son of a bitch. What a pity ... they raped her, they all lined up. I was mad she was raped but she was so beautiful. I thought, the mayor should have been first," Mr Duterte is shown telling a crowd of laughing supporters at a campaign rally.

    Leni on Rody tease: Tasteless

    10 November 2016

On television, she was seen grinning at President Duterte’s remarks. But it seems Vice President Leni Robredo took offense. Yesterday she slammed Duterte’s “tasteless remarks” and “inappropriate advances” in Tacloban City on Tuesday that she said she initially chose to ignore due to more pressing issues at the time.

Duterte defended what he said was an attempt to “break the ice” as he asked what was so special about the body of a woman that it should be exempt from teasing. Duterte had openly admired Robredo’s legs and smooth knees, and joked that he might get rid of her rumored boyfriend so he could court her.

Robredo, a former lawyer whose clients were mainly women and victims of human rights abuses, stressed that the remarks on women are unacceptable, much more if these come from the country’s leaders.

Leni on Duterte's remarks: Right to be offended by it

    9 November 2016

Vice President Leni Robredo on Wednesday said she deliberately chose to ignore what she calls are inappropriate remarks of President Rodrigo Duterte due to more pressing issues at the time. Saying she was thinking of the Supreme Court's decision on the burial of the late President Ferdinand Marcos, Robredo said she chose to look the other way when Duterte admitted to be smitten with her looks and "nice legs" at the public commemoration of the third anniversary of Super Typhoon Yolanda in Tacloban City. “When President Duterte made inappropriate remarks, I deliberately chose to ignore these. There are larger and more urgent issues we confront as a nation that demand our collective attention,” Robredo said in a statement.

Gabriela: Duterte's comments distract from real issues

    9 November 2016

Progressive women's group Gabriela on Wednesday called President Rodrigo Duterte's remarks on Vice President Leni Robredo's legs at an event in Tacloban City inappropriate. "These do not only perpetuate sexist bullying—they also cloud the more important issues of governance that he hopes to convey," Gabriela said in a statement released late Wednesday. "We encourage Duterte to channel his interest on women in uplifting their lives economically, politically and culturally," the group also said.

    ...

“But many were bothered and offended by it. As we all rightly should. Tasteless remarks and inappropriate advances against women should have no place in our society. We should expect that most of all from our leaders,” [Robredo] also said.

Too immature to take responsibiity & apologize for how own boorish behavior, and the standards of behavior that decent people adhere to do not apply to him:

President blames media for ‘trivial’ Robredo remarks

    10 November

What’s all the fuss about my sexist jokes? For the nth time, President Duterte on Wednesday chided the media for paying attention to the “triviality” of the remarks he had made about Vice President Leni Robredo’s knees, which she decried as “inappropriate” and “tasteless.”

“I do not stop being President just because I (make those kind of jokes). Do not exact a standard for me. I will do what I say and I say what I do,” a visibly irate Mr. Duterte told the Inquirer. “So what’s the problem there? Why (make) an issue? Sexist? There goes the media again. What should I say? It’s true anyway,” he continued. “Is that the trivialities of media? It’s so trivial.” He added: “You want to depict me as vulgar? You can have your day. It’s not my concern to impose this standard. Do not … cast aspersion on my jokes because I’m not a general. I’m a politician.”
